Aww, I also got that problem when i installed vs 2003, but I did something to fix it.
First install Visual Studio 2003 SP1
Download: Visual Studio .NET 2003 SP1 - Microsoft Download Center - Download Details
After it, install that one (You need torrent)

When it asked for vs_setup.msi I just selected the vs_setup.msi from disc 1
That's probably a wrong way to fix it, but worked for me ^^

It also work for itens, but some customs itens will be missing(Ex: Kheldor Cloak), when you create the item you will see only the propitem id, easily to fix.

it wont with this filles, unless you change it at source again...

the server read instead of Spec_item--> Itemz

instead of PropItem.txt.txt he reads--> Items_Cards-->Items_Boxes-->Items_waffen etc etc etc
