The fact we have the "Official Server Files" Can we do what we want to our server at leisure or we limited to some things I personality like to make new jobs or new skills with the lvl cap to 200 or do we need to have source files which are currently encrypted?

We are pretty much limited.
You can really only edit what has editable files in the resource folder.

You could wait for the source files, but who knows how long that will take.
