Rartesia and Tickets/Blinkwings

So i have Rartesia in my world folder in both my client and resource folder. I have made both a blinkwing and a ticket for Rartesia both of which spawn in-game but neither of them teleport me to Rartesia. Any help or suggestions?

Well yea, but I cannot remember how to check that. Is it safe to take the folder from eFail so I know for sure it works?
