Give GM's the ability to create items without any form of control and what you will have is a corrupt server where the friends of the GM's will have imbalanced items and all the players will complain.
If I were ever to make a server I'd pay the Developers and perhaps the Head GMs (this is ofc considering that the server makes enough money).

Developers: Si.
GM's: No.
What about Community Managers? Security? Architects? Modelers?
In my honest opinion, Private Servering is just for fun, although it can be a job in the luckiest situations it it is only for fun... until you go AWOL and ragequit.

Private Servers are made by their staff. The difference between them, and what makes them popular, is development which distinguishes servers from one another, and good customer service to keep players happy.
If you expect to be the best server, you have to have the best staff, and if you want the best then you have to expect to be paying for it.
Personally, I'd say admins you definitely have to pay. From experience you're likely to be putting hours of your time in as an admin. Some of that will be spent working unsociable hours because of time zone differences and such. Their role within the server is key too - the admins are responsible for the staff (and therefore the level of customer service - one of the key things to improve as a server), they're responsible for coming up with the ideas of what to develop, making sure they're possible and getting the right people to implement them, everything within a server ends with your administration team, so it's really crucial you get the right people. The right people tend to want financial reimbursement for their work.
Developers are probably the second bunch of people you'd want to start paying. If you look at the 'real-world' then it's perfectly feasible for you to be paying hundreds of dollars per developer day. If you want developers who make maintainable, efficient and secure code then it's probably in your interests to hire a couple of experienced developers to accentuate your team. Its not unreasonable to pay them a lesser, but comparable rate than what they'd get from using their trade outside of gaming.
Game Masters, etc, to a degree you'll probably benefit from getting proper customer service people, but it'd be more difficult to get them and at the moment using unprofessionals seems to work fine.
Web designers deserve to get paid more than anyone else. They're the best.
I don't pay my staff of course not but they get rewards and such not $ wise but if they need a account for a website like megaupload or something I buy them one, or whatever else. I remember back when my server made good money one of my higher up staff needed a new iPod so I bought them one of the first gen iPod Touches for christmas, I don't just pay them hard cash but they get what they need out of working for me if they do a good job (I was gunna send one of my developers my old JTag xbox but he declined it =p said he didn't feel right taking it)
I think staff always should be paid, not necesary with cash... maybe you shall pay em with ingame stuff such as Donation Points since they are donating (in another way) but still, maybe they have friends in game in which they wanna spend their payment.
I'm not a server owner, but I am a developer and I do get paid for it monthly :)
This is how I work , basically the people that work for me I don't pay. I notify them that they won't be paid and they willingly still do their job.I only pay outsiders like website designers because they deserve to be paid.
