I'm talking about a selling NPC not monster.

I think the command you meant was this: /createnpc

But how can you spawn a selling NPC with /createnpc or something else ?

Take the Bank scroll, re add it with the name model names but with your ids, then change the npc it needs to spawn. I'm not sure if this is going to work at all. Try, else you can't.
