tryng to make V12 server *help*

well i am tryng to make a V12 server and its not going as its supposed to be i completed everything and log-in / char / world is working but i cant play it i did that shortcut thing and put sunkist on it.. but this message keeps popping "the program can't start because NeuzD.dll is missing from your computer. try re-installing the prgram to fix this problem"
i tried re-installing it 5x now but same thing happens... should i get a patcher or smething? pls help...

and what more do i need to play my server?
