Unique Upgrade Chance doesn't work from resource

GENERAL2UNIQUE 20000 inside Ultimate_UltimateWeapon.txt does nothing. I tried changing the number to 100000 and even more and the chance is still default 2% (20000) chance. The Ultimate part works fine, I change it to 100000 and the rate of success is at 100% in game. Unique part does nothing from resource.

Anyone experienced this? I completely replaced the file with a clean one and it didn't fix it, must be somewhere inside source. I compared GENERAL2UNIQUE and m_nGen2UniProb with a clean source and didn't find anything yet.
