V11 Official server files connection problem

hey i set up the official v11 server files. when i connect to it, i can get in the game and play.
But when a friend is trying to connect, it says: cannot connect to the server :S

I already changed a few ip's in the server ini files. but i'm not sure wich ip's i have to change. Like a few of them have to stay 127.0.0.1 and the rest have to be my internet ip. but wich one do i have to put where? D:

i also opened my ports so thats not the problem.

I was trying my webserver earlier today, but i can't connect to it. when i use 127.0.0.1 it shows me the website but when i use my internet ip... it shows me nothing. This is not because i can't connect to my own internet ip, because i can... I'm using the loopback function in my modem. But other people can't see the website either o.O
I already opened port 80, but i just can't fix it :S
I am using xampp for my webserver. do i have to change something in the settings to get it online in public???
And this is not because of mssql because i enabled it and when i use 127.0.0.1 i can see the whole site and even the register page works. :S

I hope someone can help me with this problems.
