I would like to ask if there is a level distribution for GM characters. For example, the limitation of individual power as being a gm in game. Such difference would determine the authority of gm and administrator.

Yes there is, use the search function and you'd find it rather easy.
S = Admin
P = High GM
O = Low GM
F = Normal Player

Well no shit High GM can do more things than Low GM. Don't be dumb.
willytang, how about you log on and test them commands each can do on your own, if no one here can answer.
O = No Item Commands of any sort.
P = All Powers besides the most important
