v14 Website errors

I Made a v14 official server and i tried to make a website but every script i use shows me things like this

If you're using wamp/xxamp it should be getting done automatically if you have apache started.

So first step would be to make sure that you have apache started and running properly.

Can it be a problem of Windows 7?
