I would like to know if releasing Beast Editor in English language is here forbidden, because I could release one with v16 objects full English Menu and without useless things.

go ahead and release it. Some people would like it if they could understand it, I believe. Some people PM me asking me how it works and I don't really use it all that much. Perhaps this will help.

It's really easy and there are some guides i saw in there but if it's that hard for them (0_o??) maybe guide will be released too...
