Have you installed .NET Framework 4?
Well, it's working for me... but before, I needed to download Microsoft Net Framework 4.0...
Maybe you need it too.
== Edit ==
I haven't seen MorzE's post above x.x. Sorry '-'
I tried it on mah developement PC where Visual Studio is installed, all frameworks are installed, cmake, cygwin, activepython and all that crap is installed and its also up to date so i dont know where the problem is. I have to say its Win7 x64 Ultimate. Tried it under ubuntu with mono and installed microsoft 8 libs but it failed also.
I don't know why do you have a fail.
Try open this domain.sev.
With your sev:
System.BadImageFormatException: Es wurde versucht, eine Datei mit einem falschen Format zu laden. (Ausnahme von HRESULT: 0x8007000B)
bei new(UInt32 )
again it says it is a wrong file format.
Im trying to remember where the hell domain.sev is located =/ i remember domain.data but not .sev lol

ok can someone explain to me other than TW what this is used for? whats the zones for?
support.microsoft.com: "To determine which version of .NET Framework installed, browse to the folder %systemroot%\Microsoft.NET\Framework. To open this folder, you can paste this address in the address bar of Explorer Windows. .NET Framework version found in the following folders."
//Where is gratitude for my help?
interesting, the only problem I had was the missing DLL =\
it's 1 map (world map) which contains 44 possible territories (or 'zones') that you can bid on / fight for / win-hold. [Although now with 2 previous expansions it's 51 zones]
Domain.sev is only for the world map/TW, it stores the info on how many zones there are, how much they're worth, what level they are (1,2 or 3), what they border, what the rewards are for 'holding' or controlling them, what times the TW's take place... all that is in domain.sev
Although this is *not* an accurate image (fully), it's a quick drawup as a mere example:
As you see using this editor (or editing domain.sev)
you can change the 'money' line, (current reward set to 10,000,000) to alter the amount of coin rewarded per week this land is held.
you can change the 'level' (which if I'm not mistaken it's the 'opposite' of how it is 'in game' [so a level 1 in game is a level 3 in domain.sev]) as you can see archosaur is a level 3 territory (in domain.sev)
...and as you should know once a guild owns a land they are only allowed to bid on something that borders the land they already own, this is quite obviously controlled through the 'touch zones' list in domain.sev
ofc you can also alter the times that the server will 'pass out' for TW to take place on the battle times tab :)
Makes sense now mate, thanks for that I got a little confused and overlooked the touchzones thing hahaha, anyone added the tideborn/genesis lands yet then for TW?
