This is just to make 100% sure that everyone is clear on how the reputation system works. You can give people negative reps and tell them why. You can even voice that you don22.
In reference to rule number 2 but also to make absolutely clear. Abuse towards people through reputation messages will result in a ban. I would expect this to be implied in the second rule but I want to make sure that EVERYONE understand this!
