EventID 9
EventID 11
are different.

9 stands for the loading-teleport. Being teleported right after a intended loading sequenze to initial open areas (from login to jangan, from consta to samarkand, etc.)
9 stands for the instance loading. Being teleported into dungeons, instances like job temple, Magao Caves (Donwhang cave), Qin-Chi Tomb, etc.
