There are already methodes blocking multiple connections from one router (IP restriction) and from a single PC (HWID). You need to search for those. The second method needs a bit of knowledge and time to script. It is not inbuilt to the server files.

He got his answer on epvp. I guess he isn't someone who actually will pay a good amount for a HWID filter/gateway, and since he isn't offering any kind of valuable information about a payment - this is just a dead thread.

He is probably aiming for the same like every other quick starter, 1 day flies, up for money digging and nothing else. Referring to my signature.

Actually, you have multiple options for doing this. Simpliest one and probably most handy is writing a simple DLL which would be loaded into sro_client (changing entry point and calling LoadLibrary* WinAPI function). Purpose of the DLL would be reporting information about currently running bot processes or whatever you need. If you go this way, you also need some kind of server side backend which would do actual work (dropping client connections?).
