I've tested it in my own 2008 windows server and it's working fine that's really weird do you've latest framework installed ? have you tried to run it as an administrator ? have you tried to set compatibility to windows 7 or vista ?

So it's .NET Framework 4.5 that could be the problem since .net framework unlike another version of framework holds only part of 4.0 and the tool was written in visual studio 2010 which is using framework 4.0 completely so that's the problem

Please uninstall all .net frameworks you got and just install 4.0 and tell me
Certification will show offline but it loads fine.

That's actually not smc it means globalmanager I just miss wrote it :D
this means only one thing you're trying to establish connection remotely or globalmanager crashes instantly please specify which one happens
