For Creating Region PRISON

and i think the optional thing is :

You should be more careful on adding data on:
_RefGame_World
_RefGame_World_Config
because you will code here condition to create the world with limit time, limiting using items and etc ...

For creating that punishment, Like jangan said, he will add it on SMC ... so lets wait how could he do that ...
