File is ok, you just have to rename it to w/e[dot].rar

Yeah I figured it out, I am just hungover and feelin like shit.. I was told to use Silkroad Revelations client.. I extracted the data to the server folder from the client and having a problem with the GameServer, which means it is possibly not the correct client to use.
