Plus Auto Notice(Sample + Source)

Something wrong, If PlusNotice table clean - spamming clean notices every 10 sec, If I pluss item, notices gone, whats wrong?

I've just checked the application and it's working fine. Be sure that it's connecting to DB succesfuly + It won't send notice while Sent column is 1
