It is normal when i think back to ZSZC.
It was made to avoid botting, these mobs can attack you but you can't, same like Tarim Basin with Ishades or hashade Giants.
Not sure but you can change it, via database just give in the parameter to attack him. I'm also not sure the right parameter for it but im sure you will find it. ;)
May i'm wrong but i can remember that ZSZC had this.
as i remember , mangyangs were able to be killed :D
