That's true that RefShopItemGroup only exist in DB. But to apply the changes in that table to the media, you edit "shopgroupdata.txt"


RefShopItemGroup table in DB = shopgroupdata.txt in media.pk2

Textuisystem.txt, you have to add lines to make new tab names for each "group"
