1) what port is the register page on?
2) if its local it will work, if not local it wont
3) check your server.cfg and other port settings. port 15779 should be enabled.

players can not access to the registration page !
and they can not see that image Guild and union !

I discovered the problem is not blocking these ports

But the problem is generally when i activate the firewall
when i activate the firewall players cant open the registration page and can not see or upload guild image
Can i must do something between the programs FileZilla, WampServer and firewall?
