.5 rate is still high. I tested and a user can get the item within just 4-5 hits. Even with .2 rate. I would suggest around .009 or .005. Takes about 3-5hrs to get the items.

This is how I set my server rate:
SOSt = .1
SOM = .05
SOSu = .005
SON = .004

You will eventually get those SOX, but not easy as 1hr.
