Change Skill Effect

Hello
i've created a new Speed Scroll and was wondering that the New skill already have an affect but i cant find the new skill in skilleffect.txt

Now i want to add the Silkroad-R Rebirth skill effect to my moving Scroll
Already tested to Copy the rebirth effect and change skill name :

1 이동속도의 두루마리 ITEM_ETC_SPEED_UP_SCROLL_12 0 FALSE 1 DEFAULT ANI_READY13 ANI_WAIT11 ANI_SKILL_22 none none none none none 0 0,0,0,0 ONE none none none none none none none 0 1

But the effect of my skill doesn't change
somone know why ?
Would be nice if somone can help me :)
