you are using a cap 120 or higher client.
so you must edit the skilldatas (client and server) and limit the skills to your cap limit

The first one where it says [Service], but it will be easier for you just to get _RefSkill table remade from original database (it seems that you are using 110cap configuration) and skilldata from original client :)
