Failed to create Character/ pls try to connect again (S1030)

Can you help me pls? when i start to create an character i got this error
Failed to create Character/ pls try to connect again (S1030)

But and now listen :D
when i create a character with only BIG LETTERS like this charname: TEST
it works ^^
when i create with normal letters like this charname: Test
i dont work and i got this message???
can anyone solve this problem for me pls?

Fixed^^ you need to change your SecPrimery + SecContent to 3 "DURING" you create your Character^^ after it work you can change it again to 1
