[Help]How to change Thief union NPC restriction ?

In the old D11 original VT DB, the Thief Union Item Exchange NPC for Egy gear doesn't restrict job to open NPC, but lately i tried jupiter db from STATIC and you can't open this npc, unless you join thief guild(same fore hunter/trader union npc)
So i know for sure that the restriction is in the db side(SHARD) but i couldn't figure out where!
any help?
