This error has happened to a friend of mine, he used more SQL 2005, when he installed the SQL 2008 R2 stopped, only here at home is 2008 R2 and still has the same error ...
Hmm, make sure that you got all the db host, username, pw etc correct.
Maybe your db info has been changed.

Try to change the windows locals to english.
So the windows in you computer are on english.
