The primary keys has to be unique. In that table the combination of these three has to be unique:

Country + RefPackageItemCodeName + PaymentDevice

no no the message says something about duplicate and that happens only when you trying to insert data that already existing on that table that's it

That's what I said. They has to be unique. His error message is saying that it already exists, which means not unique.
