You need to Edit in Server and Client Side
About Server in _RefSkill @ SRO_VT_SHARD
About Client in skilldataxxxx_enc.txt @server_dep\silkroad\textdata
About skilldataxxxx_enc.txt (xxxx) mean the ID Range
As Example if Skill ID = 3000 so file will be skilldata5000_enc.txt

i just want modify the words 5% atc

Then you do something wrong with your enc file.
