How to disable EU in Vsro max lvl 110?

I have a pri server for my friends going to relax. The server based on VSRO with max lvl is 110.
I hope someone can help me to disable EU on that server.

I hope someone can give me the perfect way to disable EU. disable EU map is the temporary way, not good!

set EU to 0

That is not a perfect way because client still can create eu char and get disconnect.
