I Can't Start Service Shard in SMC

I tried anyways but it still can't start service shard in SMC.
Here is problems:
I need your Help. I got TeamViewer as u like

everythings i launch is seem ok but when i open SMC and load plugin then start in Server Control but I can't start the second box in the picture above :(

i mean, next to the words SHARD[64][TEST] you see a grey box, click on it to open the "info" panel
so can see what part of the "shard" module is not loading

OK SMC is working fine now.

Another problems is I can't create GM character :(

you can create no-gm chars?
but that error if om not wrong is about region not enabled (check if at _ref*something here i dont remember what is it*assocserver table the first 6 are set to 1 and restart server)

I can create no-GM chars :| I think that i enabled region as you say but still can't create GM char :(

dude 1 learn what meen GM char you need to make a normal fking char and them go smc and edit on server developer and after you enable region you restart shard manager and gs? or look in what region are start point for new char...
