Actually, it is easy. Get a client worth with lots of avatars (which ain't vsro 193 or any other kind of new mesh and model handling instance), open Excel, input all the itemstrings down there from itemdata*.txt, mark the columns which ain't interesting from actual string (e.g. ITEM_MALL_AVATAR_SOMENAME_DRESS/HAT/ATTACH) up to the .bsr path string (e.g. /res/somepath/somepath/avatar_fornewbs.bsr) and size them down, so that you see those 2 important things only, and hit ctrl+f and search for "ITEM_MALL_AVATAR". Of each result, look for the bsr file, search them inside the data.pk2, put them somewhere in a new folder, if you gathered up the new bsr files, open those up with notepad++ and search for their linked parts (bmt, bms > their ddj files, and so on) and put those to their respective folder structure.

It's not hard, but time consuming. That is why no one does it properly.

Is that just for the purpose of gathering strings and inserting them to the database? If so, its a waste of time.
As you see, the excel proportion does its job quite well and there is no reason making a tool for it.

By saying that, you can bulk edit given avatars, since they won't differ from their initial values (stack size, trade/drop/repair/etc status, actual stats (def, reinf., durability), and so on).
Just put those new .bsr links to the Excel-[BA] column, copy and paste the previous lines, same with the ones following at the end, and there you go. Assure yourself taking database-strings, not the ones from the client, because they will be compressed (removing unnecessary values and columns being not used for the client).
