also i have excuted compile.bat then CustomCertificationServer.bat and all were successful .

What for IP is the command window of the certification instance fetching? Is it the one you've entered?
Have you installed other eithernet adapters like Tunngle or Hamachi? It also matters if you have installed those tools but not running, since the service interfere with the sro modules itself. Make sure the regular LAN adapter has the highest priority.

Also make sure IPv6 being disabled.
