Making server run with 2 GameServers

Hello. So i hope i might help in this secion from people that knows.
How to make a server run on 2 gameservers ?

I got the VM i also got the ini files for 2 gameservers and when i open the machine + agent + sr_gameserver on second pc it knocks out my machine + agent + gameserver on first pc , says its already existing.

What i dont know is, do i have to setup like a full server on the VM. with ODBC + SQL ?
Second in server.cfg should i use my ip from my VM or the one from first pc ?

and 3:e how do i make so they not hitting out each other ? i been googling all over the place but non explains how to do this and its a bit tricky if never done anything like this befor.
