Need help with GlobalManager

Hello guys,

I try to create my own Privat Server and have some Porblems i hope some one can help me.

I use this Server Files and this Guide:
SROinfo - For private servers!
Server Files vers 1.188

When i start 2 - CustomCertificationServer it comes a window and write me Certifaction Server started on my ip:32000
Next i start Global Manager, but nothing appears. I see only in Taskmanager GlobalManager is running, but dont see any Window... whats wrong?
Got this Error : cannot identity machine public ip
