"It has been failed to request certification"

Heyo,

1st of all, I have this problem since 1day and tried to fix it by myself, searching on different forums,but I still got the same issue, the famous " It has been failed to Request Certification".
I run
-MiniBillingServer
-1- compil.bat
-3- CustomCertificationServer.bet
-GlobalManager.exe

& then the error appear.
My correct IP is in all files I guess (config & ini files in certification folder)
