SMC issues + Updater with raw files (no .txt/.ini)

Hey there. Few of you are probably using the SMC frequently.

I am making my server for a beta run and adding/removing stuff.
Well, working with the text files (adding some lines, removing them, actually updating them) will work flawless.
But if I want to add new icons for D14 stuff (GM exlusive armory), in this case the rings (one of few error codes):
CFileSystem::OpenFile() - È­ÀÏ ¿ÀǽÇÆÐ [FileName: ...\download_files\9_22\media\icon\item\china\acc\earring_14.ddj][ErrorCode: -13]

Other issue would be about the SMC overall usage.
I, for example, cannot edit the inventory of my own account/character ingame (account with admin privileges).
Just getting some zero or other "unknown" error outputs by trying it.

Notice on Launcher:

I know that I could use 2 ways to adjust the notice panel on the launcher, but my issue stays unsolved about this one:
Either editing it on the DB via [dbo._Notice], which will stay there saved, e.g.:

Same "ContentID" on the client, 1.190

Or via SMC which won't work at all, because of the already mentioned nonsense error:
Notice -> Yourserver -> Query = "query article success: 0"
And I can add/delete nothing in this case, nor my already added notice at the DB will be listed there.

Anyways, the DB notice won't show up on the launcher. Any ideas?
