Warlock Big Problem ( Stun and Sleep ) skills

Hi everyone i have big problem with warlock PVP , The Stun and Sleep Skill in warlock is all time NOt feild i need to Slow down the Stun and sleep rate a bit because no other char can play PvP with warlock i want find out how i can make Stun and sleep skill not 100% Rate .
Can anyone help me to change Stun and sleep skill rate .
