Server time eror on TravianX

Hy , I just created a TravianX server but the time in Romania its 9:02 and in that server its 1:02 now .. how I set the time from Romania
And another problem I edit quest from en.php(language)I translate them on Romanian,but they don't apear on game ..... I saved it but don't apear on game ,why?

open GameEngine/config.php

and on the second line add this

date_default_timezone_set('Europe/Bucharest');
