Choosing best VPS in Hosting my Ran

Any help or tips on choosing right VPS server. w/o limit. Meaning no limit in CPU/RAM usage. Plus very cheap VPS plan. Windows and atleast 2GB RAM. :D Tnx!

the cheapest you can run RAN for is about 60-70 usd per month, and that's on dedicated server
you can't find windows VPS with enough Ram and CPU for Ran, (or at least I couldn't)
