Giving freebies not working

I really don't understand why the freebies and skills aren't working/not changed. i already edited class00.charset - class29.charset....
Do i need to edit some data in Database,Glogicserver or just in glogic files??

Btw it's working in emulator, don't understand why not in the game >.<

The solution is update the glogic.rcc in the server side :")
