Agree with Freedom, you can also do this one by one or by using the .csv file type which can be opened by microsoft excel and just copy it, but note i think there's a difference between the tables in csv so just be careful.

this the tip for transfer ep6 item to ep7 use csv..
- open your ep6 item.isf with ep7 editor
- save as csv
- open your ep7 item.isf with ep7 editor
- save as csv
- open the 2 csv with excel
- transfer all item that you want config the mid, sid and make sure they are not double.
- save as csv
- open the edited csv with ep7 item editor
- save it
you done..
how to know the cfg files of the skills?
It's hard to identify these, but if you want to transfer the official skills like 197, just look at the name of the EGP then find the cfg at animation.rcc
OR
Just transfer all the cfg to your new animation.rcc then look at the animation SUB then just do like the old to your new skill.ssf
