[Help] me with THIS ERROR !

please help me with my error in ran intercept ..
when im open my ran ip intercept there an error comes out it says " SEND ERROR REPORT and DONT SEND " my config was right , CFG CHECKS , riiconfig checks ,, but that error comes out
i have this VISUAL C++
2002
2005
2008
2010. but still error .
i have this net framework
2.0
3.0
3.5
and 4.0 .. but still error comes out .. please help me .. pleaseeee!
