try to go... all programs>Microsoft SQL server > Configuration tools> Sql server Surface Area Configuration.

1. Click the "Surface Area Configuration For Services and Connections"
2. After that Under the SQLEXPRESS look for "Remote Connections" then click in the right panel. Check the "Local and Remote Connections" then Select "Using both TCP/IP pipes" then click "OK" after you click the ok button go back to the "Service" Under the SQLEXPRESS also. then click the "Stop" then wait" when its done Press the "Start" then its done....
