[HELP] what other ways to open ini or txt file inside rcc?

I have tried to use Rantool to decrypt file and use Ran text file editor to open ini or txt but no luck

also tried to only use Ran text file editor to open or just open it with notepad

got no source etc um.. no idea what EP it is, my guess is at least EP10

i know this is so weird just want to see what everyone think

first u need to figured out does the file is crypted by rcc
if not , just config your text file editor with correct rijndael key
if yes , try find someone that can help u decrypt it. seem there are many outside guys can done it.
