You can use your FileCrypt.exe (Jv) or TextureTool.exe (GS) to do that.

i build from juver source still i cant decrypt those files. the files came from other server i want to apply it in my own server but i cant decrypt. do i need to add code in source?

you couldnt use your filecrypt to decrypt the others, they changed encryption key already
