Item Rebuild Card / Randomizer / Item Alteration

Whenever i Use Item Rebuild Card the window expand when i put any items then click the enchant nothing (yes) Nothing Happens Can Someone Teach me ? This is the picture link Screenshot by Lightshot I Tried it so many times using T.A.E BUT NO LUCK
