no just edit the server side itemscript.txt is fine...

damn it you are messing it, as i remember the dagger bug fix (offhands) work for ryl1 only, not sure, and the fix are server side on "ItemScript.TXT", change ONEHANDED_SWORD to COM_SWORD.
about COUNTDOWN of skill you must look for SkillScript Collum and change it, if i'm not wrong it's calculated by milliseconds and you will need to change in both, server and client side scripts
