There is no tools to export region.clt to region.sev for 1.4.4 at the moment.

But... you can use 136 maps with 144, so (granted I have not tested it myself) using (any version of) sMAPedit to convert the clt => sev should work just fine

Ok I was wrong. It looks like there is no difference between 1.3.6 and 1.4.4 clt/sev files. So it should work if you try to edit a clt file then export it to a sev file with sMAPtool. If there is error then I don't know where it come from lol.
